How to Acquire Balik Mangagawa Overseas Employment Certificate (OEC) Exemption

As an Overseas Filipino Worker (OFW), you must obtain OEC Exemption before leaving the Philippines whether you are newly hired worker or vacationing/returning worker.



Here are the steps on how to acquire Balik Manggawa online thru http://www.bmonline.ph/

1) If you are first timer user, fill the required information on the new user section. Click I’m not a robot, click I Accept The Terms of Service and click the red button Sign Me Up.

2) After signing, the system will send confirmation link on your registered email address and click the link to verify your identity.

3) Log on to http://www.bmonline.ph/ under Already Registered Section. Enter your recent OEC Number and the system will search your record. If your profile is not available on the system, then you need to make an online appointment and select the nearest POEA Office in the Philippines or the nearest POLO Office in your current country of residence.

4) If your record is available then you need to upload your recent photo, edit your personal data, contract particulars and legal beneficiaries/qualified dependents.


5) Click the green button on your right side to Acquire OEC or Exemption. Thanks to President Duterte, OEC is now absolutely free.

6) Pop up will ask your expected flight schedule. The expected flight schedule is the date when you will depart Philippines back to your employer abroad.


7) Another pop up will ask if you are returning to the same EMPLOYER and JOBSITE. If your answer is no, then you need to set appointment to update your new employer to the nearest POEA/POLO Office.


8) If your answer is yes, pop up will ask confirmation and finally click Acquire Exemption button.

9) Congratulations, now you are exempted from securing OEC. To save mother earth, take a screenshot of your OEC from your mobile phone and it is not required to print. On the day of your flight just present the screenshot to the airline counter staff and immigration officer.


Please be noted that this service is only applicable to Overseas Filipino Workers. If you are leaving Philippines as a tourist, you must pay Terminal Fee of P550.00 and Airport Tax of P1,620.00. The Terminal Fee of P550.00 is reimbursable for OFW and you may claim directly to your airline at the airport. If you are reimbursing thru Emirates Airline, kindly ensure that you bring photocopy of your passport and residence visa. Otherwise, photocopying service at the airport is expensive.
